Studia i Analizy Nauk o Polityce https://czasopisma.kul.pl/index.php/sanp <p style="text-align: justify;"><em>Studia i Analizy Nauk o Polityce</em> (‘Studies and Analyses of Political Science’ in English) – a periodical (biannual) affiliated with the Faculty of Social Science of the John Paul II Catholic University of Lublin. It has been published since 2020. The journal is issued biannually, with issues published in June and December only in the online version. It provides an important academic forum for the presentation of studies, extended and in-depth analyses and the evaluation of key political, military and economic issues at global, regional and local levels. The old government elite (nomenclature) was replaced by a new government elite - members of the opposition in 1980-1981 and after 1981 (Podoski 1992: 155). In 198901992, six prime ministers received the mission of forming a government: Czesław Kiszczak, Tadeusz Mazowiecki, Jan K. Bielecki, Jan olszewski, Waldemar Pawlak, and Hanna Suchocka. Prime Ministers Cz. Kiszczak and W. Pawlak (outside of "Solidarity") failed to form a Council of Ministers. The nomination of a candidate for prime ministers opens the way for agreeing the government's programme of action and its composition (Skrzydło 1996: 122-123). The process of creating the Council of Ministers is undoubtedly a forecast of the effectiveness of governance. President Lech Wałęsa, Prime Ministers T. Mazowiecki and J. Olszewski, leaders of political parties, had an unqestionable impact on the composition and construction of solidarity governments. A wide range of determinants was decisive for entry into the first four governments after the political breakthrough of 1989. Solidarity governments consisted almost exclusively of men (97%). This state of affairs is also due to social factors, including, above all, existing stereotypes about both women and politics. The subject literature indicates, i.a., the stereotype, deeply rooted in the society, that the role of a leader is to be played by a man (Żukiewicz 2011: 168). More than half of the members of soliarity cabinets (52%) had academic degrees and titles. Political Campaigne before European Elections in Poland in 2019 https://czasopisma.kul.pl/index.php/sanp/article/view/19183 <p>European Parliament elections are typically perceived as less significant (second-order) than parliamentary or presidential elections (first-order). The 2019 European Parliament elections in Poland saw the highest voter turnout of any election to date. In this context, it seems important to test the concept of Second-Order Election in relation to electios in Poland. This article aims to analyze the European Parliament elections in the context of the Second-Order Election concept's assumptions. The analysis included political party documents, party leaders' speeches, statistical data, press articles, and academic studies. The Paraguayan Case of Fernando Lugo https://czasopisma.kul.pl/index.php/sanp/article/view/18787 <p>The situation in which a Catholic bishop becomes president of a country in a 21st-century liberal democracy seems abstract. Nevertheless, it took place in Paraguay, in the second decade of this century, thanks to an unusual figure of public life – Fernando Lugo. The purpose of this article is to analyse the legal and factual possibilities of assuming the Office of President of Paraguay by a Catholic clergyman on the example of F. Lugo. The research problem is contained in the following questions: (1) Is it legally possible for a Catholic priest to assume the Office of President of Paraguay? (2) How do the laws of the Holy See and Paraguay regulate the exercise of political office by a clergyman? (3) How did F. Lugo’s clerical and political career go? Since then, this mechanism has gained considerable popularity and has been adopted by numerous local government units. In 2018, ther was a significant legal change, as a result of which the citizens' budget became an obligatory element of management in cities with county rights, losing its hitherto optional character. This article attempts to analyse the differences in the organisation and implementation of citizens' budgets in selected local government units in Poland. Both procedural and structural diferences that affect the effectiveness of this instrument of social participation are under consideration. However, their pursuit of legal religious recognition as a minority religious sect faces several unique challenges: the country's decentralized federal system and the lack of a formal constitution for the Yezidi religion and society. Unlike countries with uniform integration policies, Germany leaves religious recognition up to its federal states, resulting in varying approaches. This lack of unity makes it more difficult for the Yezidi community, as they must adapt strategies to suit regional legal frameworks. To gain official recognition from the German federal states, e.g., the Yezidi community and its religion need to be more institutionalized within the Yezidi German diaspora. Understanding how they navigate this fragmented system of integration and how they preserve their traditions amid isntitutional pressures is therefore essential to assessing their progress toward official recognition.
