Abstract
The paper discusses the issue of Peter the Apostle’s authority as it emerges from the acts of the first millennium councils. Peter is portrayed as an authority on doctrine and morality, a model for dealing with wrongdoing, and a promoter of a pastoral ministry based on religious freedom. The emperors regarded him as a model of the defender of the faith; the popes perceived him as a doctrinal and, on occasion, jurisdictional authority; and the conciliar debate participants looked at Peter as an example of how to deal with wicked oaths. The reference to Peter's authority is determined by the function held and the circumstances.
