A decent dignified existence and aid to the homeless
Abstract
Homelessness as a problem has accompanied modern societies with varying degrees of intensity for centuries. Effectively combating social exclusion that results from poverty and homelessness appears to be a fundamental task of a democratic state under the rule of law whose existence is founded on a set of values, of which dignity is one of the most important. As a result, the normative sphere of social assistance provided by the state should include instruments that guarantee a dignified existence. The tasks of the administration laid down in the legislation and their actual implementation highlight the insufficiency of these measures, which is why they need to be modified and changed to improve the effectiveness of efforts in support of the homeless.
