The essence of the rule of law

This article presents the characteristics of the concept of the rule of law and the concept of the material and the formal rule of law. General rule of the law shows how state’s actions should look. The rule of law also points out limits of state’s actions. The law, despite the fact that it is determined by the state, is also the self-limitation of the state, law governs in the state.
