Differences in the Efficiency of Municipal Housing Resource Management in Poland - Diagnostic Approach

Abstract
The aim of this article is to assess the diversity of municipal housing resource management efficiency in Polish municipalities and to identify types of entities (according to vacancy rates and the demand fulfillment rate). The study is based on panel data from the Local Data Bank of the Central Statistical Office for 2,477 municipalities in 2022-2023, analyzed using statistical and exploratory data analysis methods. The study shows that effective management of municipal housing stock requires a multidimensional approach, combining analysis of quantitative and structural changes with an assessment of the quality of operating processes. The results of the analysis indicate that both the dynamics of the size and structure of the stock and waiting lists (which vary greatly between municipalities) and regional differences in the housing gap linked to market conditions are key.
