Institutional frameworks and control concerning the natural gas in Russia

Russia is a major exporter of natural gas to the European Union. Experts predict that the dependence on Russian gas in European countries may increase to 70 percent within the next 30 years. The European Union is trying to influence and persuade the Russian government for the liberalization and opening of the Russian gas market for foreign companies, which can significantly contribute to security of gas supply to European customers. In the era of change and reform the Russian legal system in the sphere of natural gas should take on a more accurate analysis of this issue. Article includes a critical analysis of regulation of production, distribution and sale of natural gas, environmental protection, the system of the continental shelf and exclusive economic zone, taxation, competition in natural gas in Russia. In the first part of the article is the analysis of the main sources of law relating to natural gas, state institutions dealing with natural gas. Then licensing procedures for the extraction and exploitation of gas has been described, the eligibility of the mandate for governmental management of natural gas. Another issue discussed was export and transport of gas, including governmental mandate requiring for the construction and operation of pipelines, cooperation between different transport systems.
