Abstract

The Data Governance Act (DGA) aims to support the development of European data spaces in key sectors of the economy, reduce dependence on non-EU suppliers, and strengthen the data-driven economy. In this way, it will strengthen the EU’s digital sovereignty. Achieving these objectives depends on consistent implementation of legislation, the elimination of interpretation gaps, and ensuring a balance between the free flow of data and the protection of public and private interests.

A specialist in transparency and its limitations, she is the author of numerous publications on reuse. She holds a Ph.D. in law and is an assistant professor at the Faculty of Law of Cardinal Stefan Wyszyński University in Warsaw. She founded the Postgraduate Studies in Personal Data Protection and Classified Information at the Faculty of Law and Administration of the Cardinal Stefan Wyszyński University in Warsaw, which she directed for several years. She has authored legal opinions on information issues, including reuse, and has participated in research projects on these issues. She is also a member of the Scientific Center for Legal and Information Technology and the Scientific Council of the "ABI Expert" magazine.
